Fallout 4 is running on a great engine considering the number of effects and lighting that is renders simultaneously with acceptable fps even on toasters.

The problem is the sheer amount of content that an open world game needs and how fucking expensive it is to make high quality models. SH3 had like 4 characters and a handful of monsters that the dev team could spend an eternity on drawing individual chin hairs.
