No, real AI can come up with novel solutions. It's a very young field but it's advanced enough that computers can learn new behaviors, even if slightly primitive. Game AI only does what the programmer told it to. You never saw that YouTube video with neural networks learning to aim? That's pretty basic but still miles ahead from current gaming tech

Sorry about the grammar I'm phone posting. The tl;dr is that in games the programmer must think of every possible outcome while an AI would learn and find all the possibilities. I believe in the future the programmers will hardcore some very basic functionality and let machine learning fill in the gaps. Then we could have AI that adapts to smart players
