It's not that hard to understand, authorial intention is a big part of it. They're obviously going for a tone and trying to make it consistent throughout the whole experience. Grimy psychological realism can be represented with grimy characters. There's also another way of looking at it, but you might not like it diversity in character design.

The walking sim parts are legit atmospheric as fuck and really well done.
The gameplay breaks are complete garbage in my opinion, they were pretty halfheartedly done and don't fit the game at all.
If you are looking for fun and engaging gameplay you won't find it here, but the atmosphere, environments, and voice acting are all superb.
