No, there are plenty of catchup mechanics.

Tons of catchup mechanics but I only log on for raids. Unless you've got friends or can find a cool guild then you'll burn out quickly.
Still worth playing for like a month though regardless

Honestly you're probably better off just starting now since you won't have the old versions of the game to compare to.

So I started during Legion and had a lot of fun. Old content is hard to get through because no one else plays it. I got a good 4-5 months of Legion before I got burnt out, the newest raids require way too much time investment and I was able to do all the content in Legion and make a few alts before I couldn't have fun anymore.
