I have a question for people who also play this game, I'm running an i5 4670, GTX 1070 and 16 GB of ram and my game still feels choppy and not fluent at ultra settings. Is this still an optimization issue, or is it my hardware/your rigs do fine with it?

I have a 380x with a 6600k and 16 gigs of ram
it works fine at ultra settings but no matter what i do i get this one line of screen tearing no matter what i do.
The line is in one of 3 places at random, changes when i restart the game(pic related).
I tried every thing: update drivers, enable vsync, disable vsync, change graphics from ultra all the way to low, enabled Freesync, play in borderless window but nothing works.
So ever since it came out i only played until you rescue those people who will start the sanctuary settlement.

i get between 80-100 fps on ultra and the only problem is that sreen tearing which doesn't happen in any other game..

Its annoying because even though my readings are saying Im at 60 fps, it doesnt feel smooth at all. I also get the same issue in Bf4, where Im apparently at 60 but it just doesnt feel like it at all. Could it be a RAM issue? my ram bandwidth isnt super fast desu, I think its 2400 or something
go to your general Windows settings (windows key > type "settings" > gaming > game bar > "record clips, screenshots..." OFF > UNCHECK "show game bar when I play fullscreen games microsoft has verified").
Note that you have to turn the game bar off AND uncheck "show game bar when I play..." Just doing one doesn't fully disable the overlay.
