In Black Mesa, sadly, they are recreated through rigid scripts, rather than being dynamic like in HL1. You do find groups of Houndeyes napping, and as your screenshot shows this one being fascinated by TV, but all of those were just predetermined. Just as they did not include other feature of the Houndeye A.I. - the Alpha/pack leader behavior, or the dynamic roach A.I.

Then again, let's be completely honest. 99% of all people NEVER ACTUALLY FUCKING NOTICED any of this shit. It was discovered by people fucking around in editors. It's basically impossible to take notice of these things in the actual game. I'm not suprised or mad that Black Mesa just decided to pay homages rather than bother with the dynamic A.I. scripts.

Hardly suprising. That said, if it's half decent, I might end up finally buying the damn thing. I heard they eventually got both the guys who made Surface Tension and Railroad uncut mods onboard and supposedly those are to be added (in adjusted form) to the full release too.
I'm curious how they will tackle all of it. But I replayed Black Mesa earlier this week and it's damn good, even in the free version. Few flaws here and there but still - it's remarkable.

If you don't mind kinda dull and basic third-person shooter gameplay and traditionally videogame-style-bad driving, yeah.
They have great atmosphere, solid writing and story, good world though people are mad because it does not have collectibles and and sidemissions - it's just actually a well simulated city.

This, of course means only the first two games. Not the third one.

Of course they do, there needs to be a balance. Ideally the publisher gives enough time and resources for the developer to polish the game, the producers manage those resources efficiently, and the designers/programmers/artists deliver quality work. A failure in any of those places makes the game a lesser product, but if you know anything about the vidya industry you know that it's far more likely to be publishers meddling or forcing deadlines that makes a potentially great game into a dud.

Nobody is "memeing". Dev. teams on larger projects are MASSIVE these days, and individual employees have very little personal connection to their projects. Half of them will have no idea what the game looks like until it's released, and they often won't even bother playing it after. It's a pretty exhausting job working on larger game development projects and and teams are usually poorly interconnected. Being a programmer on anything above 30 people team is a factory job. It's just how it is. If there isn't an extremely strong creative lead, then the employees individual won't fucking care. And strong leads are rare today. Mostly because they tend to make hit-or-miss projects, and nobody can afford the misses today.

both teams were plagued by poor Pre production. Kojimbo didn't care about TPP and didn't even write the script until early into production, when the team was fucking around in the engine.

2K Czech had a similar problem where they suffered a setback with their engine developer going under and having to re-do the game from scratch, they had the script from years ago, but it wasn't planned around any game mechanics, so its a battle between story and gameplay.

There was more going on in the background of Illusion Software (which is what they were called before 2K dissolved them for underpreforming of Mafia 2).
There was an on-going creative battle between Vávra and the foreign publishers that was taking a massive strain on the whole development. Even minor game design matters tended to explode into prolonged arguments and battles (Vávra spend, for an example, about month bitterly fighting with the executive production over whenever they can keep the "lose ammo in a reloaded clip" mechanic) and the more the animosity between him and the producers grew, the more unwilling the producers were to give them any further leeway. In the end, after the release of the game, most of the team was apparently under the impression that 2K wanted the game to fail just so they could put Vávra in his place - that is how escalated the mood got.

It was a pretty damn bitter development process for everyone involved.
