Publishers are scared of pirates.

There are plenty of great PC games.

Dark age in therms of multiplatform games (most of the console ports were awfull) also the fear of the piracy among the publishers and the lack of a worthy and functional platform to sell PC games, back in 2005 Steam wasn't even that popular.
But it was the second golden age of new PC exclusive releases and ideas.
Also it was the best generation to really worth had a console because the massive amout of exclusive tittles (especially PS2).
Today being a PC gamer becomes the same thing as be a console gamer.
