Depends.
A game requires a challenge that requires some sort of skill to overcome. So if it's just a glorified choose your own adventure book then it is not a "game". Now if you're talking about a series like Danganronpa or Ace Attorney then those are game because they require a degree of puzzle solving.
Not sure why this is a controversial subject.
