Codes were included with copies of the game for consoles, and on pc it was included in the game from the start. The only people who'd buy it are people who got the game for console used which is silly because the game kinda bombed and new copies lowered in price pretty quickly. Also considering the screenshot in OP is at 3840x2160 I think it's safe to assume he's playing on PC.
