In NG+ there's a sparkle on one of the teleporters at the fair. Touching it sends you to the fight with Lavos, which is winnable.

Any other various times you fight Lavos in the game can also be beaten, like when Chrono gets rekt by Lavos.

Lavos turned the planet into a broodfactory after it wiped out the surface. It did a lot of fucked up shit to the world when it surfaced. Including restructuring the tectonic plates (note how 2300 AD looks vastly different from the other eras that aren't 65mil BC) in a short amount of time. What wasn't destroyed outright in 1999 was leveled by earthquakes and other phenomena.

But, Lavos as we know him throughout the game, is either dead or gone at this point. Death Peak is what's left of his main body, the shell is massive now like a tumor on the planet and his spawn are growing to eventually leave.

My point was that it's implied by the game the planet would slowly recover and so long as humans held it together, the world would be OK again (also assuming you kill the mother brain thing so the machines don't go apeship on you) and population would have recovered. Killing Lavos realistically had no effect on anyone involved except maybe Robo.

Goku was only able to keep up because his strength far outstripped even that of Majin Vegeta, which was roughly the power level that Majin Buu had before being magically-altered.
