What is the scariest game you've played?
The Afraid Of Monsters: Director's Cut.
No amount of replaying Silent Hills, Resident Evils, etc, prepared me for this endless nightmare rollercoaster.

Are you Afraid of the Dark: Opheo's Curse. That was the scariest. Something about prerendered myst style games make it atmospheric.

There were complex puzzles just to get some death scenes. Ways to fuck your game up making you have to restart.

It's hard to say.
I don't really get scared by games anymore, but I still love horror games.
Alien: Isolation is great.
There's a game on Steam called "The Survey".
It's $5 and basically a nu-horror walking simulator, but it had some good build up and genuinely creepy moments. Worth the cash if horror is your thing, I'd say.
