The first game and the DLC are both great. Second one is kind of meh. It has a good start but then turns into a "run away" simulator.

Running away is not the same thing as hide and seek. The second game has many sequences where you need to run and can't hide at all. Some of these runs are pretty hard, so there is a lot of trial and error involved.

There were a few times where you had no choice but to run in the original game. Hide and seek simulators railroad you into either running or hiding. Not exactly game design that appeals to high IQ players. It appeals to the lowest common denominator.
For a game to be scary it has to have combat otherwise it's too predictable. Every time you see an enemy in Outlast you either look for a locker to hide in or run. You immediately know the process and how to react to every "scary" (lel) situation in the game. With something like Silent Hill or Resident Evil, when you see a horrible abomination it's scary because you know you may have no choice but to fight it, you may have to actually engage that thing in combat. The invincible enemy shit in RE or SH is an incredibly rare occurrence but keeps you on your toes so you never know what to truly expect from the monsters.
With meme trash for kiddies like Amnesia or Outlast it's search for a closet / side room to crouch down in or run away. Such exciting, engaging gameplay, only high IQ players such as myself will appreciate such top notch game design. Implementing a combat system into a horror game takes talent. Something the Outlast developers are lacking. Alien Isolation is the only good hide and seek simulator in existence. Have not played Penumbra.
