My personal suggestion as somebody who fell for the RGB meme; don't.

However, I would suggest skipping the hdretrovision cables, instead getting a CSYNC RGB cable from
retro_console_accessories on ebay for a little more than twenty burgers, and then using the shinybow SB-2840 which is like 75 burgers to convert RGB to composite.

Its more money than just getting the cable, but you can do RGB with anything else too with most cables being around 20 or so burgers.

Sonic Chaos is really easy and all the stages are like 30 seconds long at best. It's okay. Better music than on GG at least, if only slightly.
Triple Trouble never got a SMS release, although IIRC someone was working on modifying the game to work on it (being a GG game, they have to convert the 4096 color GG system palette to the 64 color SMS one without it looking awful and adjust vram use so no garbage is put in the SMS extra screen area).
Sonic Blast (which IIRC was Brazil only on SMS) sucked ass.

32MB video card is probably as low as they're willing to state (maybe there's also something about displaying video animations).
2GB RAM is just to run Win7 comfortably.
A 1.6GHz P4 CPU is just good enough to run Win7 vaguely comfortably (and that's not a fast machine at all).
400MB would be graphics (probably not that big, but a few megs), music (big, particularly if not heavily compressed), and video (big, especially if not terribly compressed).
the "recommended" sysreqs are gonna be overkill

really, all of these are just the overhead of running Win7 with a game that, although not terribly intensive, wants enough power left over to keep a smooth 60fps -- if the OS requirement was XP, the sysreqs would look a lot more like the Half Life ones and be lower in some areas
