I never really had a problem with that part, but I basically always fought the enemies that ran away from me for exp so I was probably a little stronger throughout the game. By that point Paula had enough PSI for me to be using her stronger attacks in almost every battle, don't try to save PSI too much.
Mine is the sewers from VtMB though. I've played this game close to 2 dozen times now and I can get through it quickly but the sheer number of enemies still annoys me. I feel like they probably wanted to do more with the sewer area, maybe adding some other Nosferatu NPCs to interact with, rescuing a sewer worker, or something like that, but they ran out of time/money and just filled it with enemies instead.

I feel the exact opposite way
I played the DC original and even then the encounter rate didn't bother me much, but Moonstone Mountain's design was really obnoxious and kind of hurt the pacing
It may even be the only reason I ever decide against replaying it, because every other dungeon is a blast and helps to bring out the game's feeling of adventure
It seems that we can probably agree on Belle being best girl though
