This came across a bit goofy to me because Satanael's gun is so long that he's practically got it point blank in Yaldabaoth's face. They really build up to him firing the shot and even do the camera tracking the bullet after its been fired in pseudo-slo-mo thing, and then it just cuts to the angle in your image where it looks like the video skipped and we missed the fucking hit. Because of different philosophies.
Japanese games tend to adhere to a theme, and hit a high-note kino with that theme. But usually it takes a long, long time for those high-notes to come along.
Western games, American games in particular, tend to try to keep the entire game as a high-note, with more memorable parts strewn out - which creates an issue where there's rarely any breathing room for any kino to build up - but when it does it also stands out nicely. You haven't had any slower times so that you can appreciate when you hit that kino-note.
It just comes down to style. Sit through 40 - 50 hours of eh to find that kino in some of the Jap games, or sit through 15 - 25 western games and not find a single noteworthy kino moment.
