The difficulty doesn't come from the timing, per se, but rather from the cue leading up to it.
The actual timing difference is trivial. 0.02 seconds vs 0.07 seconds. A whopping 0.05 second difference.
When we press things in frame perfect ways, we don't wait until we see the perfect frame, then press in reaction. You literally cannot see and react within that amount of time. What we do is see what leads up to that frame, and then start to press so that when the frame comes up, the button hits down.
While the margin of error is wider for a 15 fps game, it's insignificant compared to the help that proper visual cues would give.

I know this was a mech combat game, but was it better or worse than Custom Robo? I liked Custom Robo as a teenager but that shit really did not age well at all. The balance between weapons is fucking hideous (we're talking "get close and mash B to auto-win" versus "good luck hitting this weapon that does no damage once per match" here) even ignoring the intentionally OP illegal weapons. The movement mechanics feel stiff and awful, especially on mechs with bad ground speed or no proper air dash.

I disagree, they took away the mini-map from the HUD, which makes me consider the GC version superior from a convenience perspective.
TP HD and Breath of the Wild were both smart enough to realize the mistake and put the mini-map back up.
This isn't relevant to the gameplay, but Mega Man Legends is the only game I can think of that actually uses different textures on the models depending on the angle you're looking at them at
Here you can see Teisel's mouth has depth despite being a flat texture, because they're using the "looking left" mouth

technically it isn't angle-dependent at all, since it's always in cutscenes and thus you don't control over the angle, and if you were to play the cutscene in an editor where you can change the camera angle you'd see the textue doesn't change, just looks weirdly distorted. Artists just drew what looked good for the scene.
