That is true for games that make Str a prerequisite for using stronger bows, except when adding more Str to a bow you can already use increases its damage.

If that happens the user was not able to properly handle the bow in the first place, the strings have a stretch limit you know, and by having enough Str to use it that means you can already stretch to its limit. Its more about aiming from that point onwards
