The point of the Man on Fire was that he was literally burning with revenge against somebody who wasn't even the person he was actually angry at.

MGSV has some of the longest stretches of pure gameplay in the series, having Snake be talkative in cutscenes and then not respond to anything Miller says on the codec during an hour of gameplay could come off as jarring, so they basically made him mute.
