Video games, being games, have to have a set of rules that are clearly laid out. Magic, by its nature as fucking magic, is something that is made to bend and break the normal rules of nature. You'd have to have a rule put into the game for every outrageous sort of thing magic could actually do, which would be essentially impossible, as there are always things the player might want to or try to do using a magical effect that the designer just wouldn't think of. See: Any tabletop RPG with magic in it being played by clever or creative players.
