I don't know if I agree. The action and combat is amazing in Dishonored 2 but there's still good incentive to play stealthy.
If you play a nonlethal, powerless playthrough and aim for ghost, you have a decent thief game without water, rope and moss arrows.
If you play a high chaos playthrough with powers, it's basically Dark Messiah.

If I wanted to backstab people and feel proud about it I would be a cunt irl, not killing hundreds upon hundreds of enemies just because I got behind them.
It's lazy dev design, incredibly unrealistic and boring.
