It's an NES game by Compile.

You play as an anime girl with a gun in a Zelda styled top-down shooter, but instead of dungeons you're looking for gateways to shmup stages. The equipment you collect in the labyrinth double as new weapon types in the shmup segments, and ammo doubles as your currency at shops.

It's a bit of a relic but it's pretty novel.

You're spending a lot of time with your party, especially if you want to be OP and grind a bunch. Sort of how the JP Dark Souls covers are representative of the somber and isolated overtones of the game itself.
