The series didn't get downscaled in the west because of piracy, it got downscaled due to Capcom being fucking retarded and not bringing AAI2 and DGS over issues that would cause soccer moms to flip.
In case of DGS they also wanted to avoid wasting money and time fighting legal battle with Conan Doyle Estate who act like they own copyright for Holmes despite him being in public domain. They literally fight everyone in court regardless in hopes that maybe they will win one day and set precedent.
