Quite a few servers I used to play on ran these maps. And the Party Van servers ran one or two of them.
Europartyvan from last month ran Helm's Deep, Frostbite, Pier and Rock2, for example, and US Party Van ran Convoy.

But now, yeah, it's hard to find servers running the serious nonstock maps, unless those nonstock maps are specificially made for community competitive play. I know there are some servers in America that run them like Lazypurple and Nemu, but ping is too high for me.

I'm fairly sure that there's a TF2maps.net server that runs maps like that too, but I haven't been on it.
