Their company always had a strange structure in the "nobody is your boss" sort of way. As they became more and more successful beyond just accolades and getting huge financial returns, they needed a more tangible system to figure out how everyone contributes. In their current state, making or saving money is the most important metric you can have as an employee and that isn't going to produce quality content nor is it going to promote the creativity they had initially. A man got fired from Valve for inviting workshop artists to the International. The reason: It made money for the artists and not for Valve. Even if you don't like cash shop shit, which is a whole different subject with Valve, this environment results in an extremely hostile community where people only become friends as a political end to gain more votes. It's kind of like watching a miniature ecosystem of communism.

I've heard from someone who left walve a few years ago that this total freedom was a burden for him because as an artist once said "freedom is the worst when your lost" he claimed that he participated in severals project that never came to fruition because no-one knew what to to do with the concepts. and the lack of management (there is a sign at valve that jokingly tell to employees to report to security any manager they could stumble upon in their workplace) meant that there was zero incentive to push a project further. plus the creative process in himself is a mess with no direction where each employee can start a project by himself and potentialy gather aditional workforce if the project is apealing to others but it rarely go further than a mere proof of concept before everybody get bored and move on to design new hats and ugly skins for CS:GO weapons

It's complicated how many things went wrong but to me the biggest misstep was losing the potential Valve South branch. Left4Dead was made by turtle rock and afterwards Valve was going to turn them into the Southern branch. They didn't like the idea and so they offered jobs to everyone there and continued on. Turtle Rock made a bunch of cell phone games in their garage and finally made Evolve which had major issues but the fact of the matter is Valve needed some other branch in order to make sure they continued to produce more new content and not just keep managing Steam.

Nothing, they were never right to begin with.

The only games they've ever made themselves is the Half Life series, and they didn't even make the best one: Opposing Force. Randy FUCKING Pitchford was behind that one and it still turned out better than the original.

Everything else in their roster are just Half Life mods that they bought out so they could make money selling as a "full game", or free games like Narbacular Drop that they threw money at so they could give it a new coat of paint and say it's theirs.

Thats just a drop in the bucket compared to what they make off of other games, for example pubg sold 5 million copies, they get $10 for each of that, thats 50 million dollars for a game they didn't even make, now add in all of the successful games on steam and they have made billions from that, that is where the majority of their money is from and the real reason why they don't need to make games anymore.

A lot of things went wrong. Zero real competition, for example, really hurts. A giant swath of loyal fans that believe they can do no wrong really hurts.

One problem nobody here has touched on however, is the steam workshop. While people love the steam workshop, Valve has tens of thousands of finished models provided to them for free and they don't have to give the creator any money in return for it unless they actually use it. With that in mind, why would Valve ever make a model again?

Basically everything about valve just gives no incentive to actually do anything. Peoples freedom to work on whatever they want, regardless of if it even gets finished or not, provides no incentive to do anything. You just get a few people, throw ideas around, and nothing gets done.

Valve doesn't have to finish anything.
Valve doesn't have to start anything.
Valve doesn't have to model anything.

And because they keep making money, Valve doesn't have to change this. The only way Valve will change is if they have to, and their fanbase will make sure they never will.
