Weak argument really, at least out of all the "yamatos" Ikaruga is the one that has the most development through and outside the games, or the majority of the cast for that matter. Not liking the archetype specifically doesn't mean there's nothing more outside it, that goes for characters outside the franchise too.
I wold love to defend Yomi too, who is also thrown in that group, but she's sadly been reduced mostly to poor and beansprout jokes.

EV was more of an excuse to give the Gessen and Hebijo an opportunity to develop while also introducing a new group of characters, so is no wonder the original cast that alraedy had 3 games worth story were left to the side.

It felt like the Hebijo side developed way more than the Gessen side did to me. The lessons Gessen learned from Kurokage seemed like stuff they learned from Hanzo, Asuka, or Homura back in SV or they at least walked past. Shiki was the one who felt like she had the most focus and development even back in SV, I would say Murakumo didn't get enough while the other three sort of retreaded old ground with Yumi having the whole discussion about light and dark, Minori has to deal with Kurokage being gone again and how to be serious, and Yozakura living with not seeing her family and being a good team mother (Could be getting this wrong, I'm blanking a bit on Yo here, I just remember all the familial flashbacks during those scenes).

Obviously we have Ryona and Ryobi since they're by far one of the main focus points so ignoring them we have Miyabi coming to terms with her mother's death, being a good leader (Could be argued she also had this problem in SV), and treasuring the friends she has, Imu is the one who actually whips Miyabi into shape and makes her realize how much damage she's causing to the group and how much denial isn't good for her while also working with Murasaki to be a better sister and understand her more. I'm completely blanking if Murasaki had any development though, it felt centered around the other four.

We see her as the serious sister when she wants to be and while she enjoys being punished she has a very tight bond with her sister even outside of the whole S&M thing and is the one trying to convince her that she needs to tell Ryokit he truth and air out her dirty laundry because the way she's treating her and acting isn't right. You're right that she definitely didn't get as much work as Ryobi did but she did have something to work with. Ryobi has her entire internal drama for telling Ryoki to go off herself and acts like a selfish brat the whole time, hating her sister and herself. She's completely internalizing everything and hating herself for it and it takes tons of coercion from both Ryona and Ryoki before she finally lets out how she feels and how much she cares for and hates her sister at the same time.
