Well there's the standard shitty jumpscares where the game has a mostly quiet and "spooky" ambience and then suddenly throws a big scary face and loud noise at you without warning. It's lazy and shitty but popular because it lets dumb youtubers overreact for an easy video.

I think a good sense of horror is to establish the player with a certain skillset in a spooky game and then to take that skill away from them or make ut useless in order to make them experience the dread of being helpless. The water hallway in Amnesia was one example because it takes away your ability to sneak around slowly. Also the regenerator in Dead Space 1 was an example of this.

Atmosphere, especially sound. Also pacing and rare use of cheap jump scares. A convincing backstory is a good start, something to be invested in, but ultimately you can't make people forget they're looking at a monitor.

Spoopy setting, a place where just a single glance will make you think something supernatural is going on there.
Trap and disorient the player, because it's not scary when you know the way out and can run to safety whenever necessary.
Give no proper information beforehand. Nothing kills fear like exposition does.

I know most people don't share this opinion.

But I genuinely think the only thing scary about a game is the fear of jumpscares. Not wanting to continue playing because you don't want to get a jumpscare.

If a game has 0 jumpscares and declares that it has 0 jumpscares you will never truly be afraid of it. It's always the fear of jumpscare that makes it scary.

So jumpscares are essential in creating a scary game. Yes even "cheap scary face+loud sound" is effective.

Strong atmosphere that conveys a sense of tension or dread. The early Silent Hill games were the kings of this. Silent Hill 3 is the only one I never finished because it is physically draining for me to play it.

Silent Hill 2's atmosphere is better than a jumpscare marathon like Outlast.
Fatal Frame had no direct jumpscares, most of the spook came in the form of 'when you see it', by first personing into the camera and realizing there's been a spooky face floating under a table the whole time.
Both of these are exponentially more spook than screamers every 5 minutes.

Horror games aren't scary at all. At the very most they can arouse a feeling of tension, but that's simply an aversion to hitting a failure state, no different to any form of video game.

Having neat monster/villain designs are the only thing saving them from being glorified puzzle games and third person shooters.
