I liked how Tales of Hearts R had multiple normal battle themes that changed with major plot points, with the songs getting more dramatic near the end of the game. Don't get me wrong, it was completely bog-standard JRPG on all other aspects, but at least that ensured that you never got sick of the battle music. Other games should copy that thing more often.

Also, it's very possible that other Tales games do that too, but I wouldn't know because I haven't got enough time to play the others yet.

Well I've been replaying it after my save was lost with a LLoD 5 years ago and I feel that it should've played during the "kill all enemies to procede arenas" and then during regular encounters with enemies outside of there then the stage music will play. That or yeah give each place their own battle themes, but keep this one to Empire City since it fits its jazzy theme already.

Actually it's the complete opposite. If it weren't for the glorious battle music in difficult games like Ys, Etrian Odyssey and Soulsborne bosses, I would probably have killed myself trying to get through them.
