Depends on how huge of a budget and how long in development it would be stuck, but, technically speaking, yes. Project Ego was never out of the bounds of reality, just that the budget and deadlines wouldn't allow for that to happen.

A lot of his 'promises' were pretty reasonable;
-Able to become Bowerstone's mayor
-Chance to get arrested for being evil
-Being able to wear any character's clothes
-Being able to have kids
There easily could have been dozens of his promises kept with like two weeks of coding if they had the exclusive goal of "Make Pete tell the truth".

In theory that's not so complicated it's like any other loot drop.
It could all work off one timer
-Timer has variable for each tree that determines how often seeds would be spawned
-Timer makes index for for life cycles of plants that determines their maturation
-Game designers model 8 midform trees;
-Game assigns new values to the models of the trees growing, flowering, and wilting whenever the area they're in is loaded.
Yeah that wouldn't be strictly "real time" but it could be made to happen.

Of course not in real time, but it could on load of a location and in the end that's the best way around it. The only time you might care is if you were so persistent to wait around in a single location for many hours and scrutinise the tiny difference when you reloaded the area
