How can you possibly think Mishima deserves to be that low? He shows clear development and is very different from how he was at the start of the game. You also don't need to change anyone's heart to actually help him.
Tae is pretty good, for P5, I suppose.
Sojiro has a good ending, but a lot of his social link is pretty poor - especially pre-Futaba.
Kawakami is rather odd in that you're meant to believe she is a teacher that really cares about her students, yet she wishes you wouldn't come into school at the start. Her first few ranks are filler, and it got a bit more interesting after.
Toro has a decent social link, though the fact it doesn't tell you how he plans to achieve his goals is a bit annoying (who doesn't want a strong economy and to help the vulnerable...?). I'm not a fan that he 'finds out' you're a Phantom Thief, despite not doing anything for him.
Iwai's is probably one of the better confidants.
Sae & Makoto are probably the two strongest characters in the game, but Sae's social link is nothing. It just occasionally goes up at random whenever you recount the story. You don't learn anything about you, and she doesn't really do anything. How can it be that high?
Mishima is probably the best of the non-party member confiadants, if not the best.
Chihya's has a good message, but I didn't care for her to be honest.
Igor is above anyone? Why? He just talks about your rehabilitation repeatedly.
Shinya is pretty good, I don't see why he's not popular. I like links that put problems into perspective to be honest - having kid social links is a good change of pace. The game sort of glosses over the issues that a single mum has to face, but given people think P5 is great to begin with, I'm sure that never crossed their mind.
Strength link should be above Sae and Igor, but there's not much to it either. Justine is better than Caroline though, come on lads.
I didn't know Ohya was so hated. Not worse than story confidants.

I'm surprised. I mean I really didn't like Ann, but I presumed I'd be in the minority.
Joker does not deserve to be at the top, he isn't worth thinking about as a character. I suppose the MC always comes first though.
Makoto, Yusuke and Futaba in that order is perfect.
Morgana is awful. I used to joke that he would be a sub-part Teddie, and it turned out I wasn't even wrong. On top of that, Atlus decided to make him accompnay you everywhere, so rather than get fed up with the MC for refusing to do something, you have a fucking cat telling you that YOU don't like crepes. Put his constant dismissals ontop of Atlus constantly limiting the days/nights you cna do anything, you just become infuriated with the character. And what was with Morgana fucking off for 3 days? Dishes out banter regularly and takes it. Is suddenly hit with the stale banter he's received since day 1, and he decides to leave. He's useless despite being essential for transversing Mementos?
Haru comes in far too late for me to care, and I was just bored of her dad's palace. Her social link was alright I suppose.
