Will probably never happen unless the series goes on for long enough that it literally runs out of usable locations in the US. Nearly everything iconic to Fallout, namely vaults, Vault-Tec, the Brotherhood of Steel, Enclave, Nuka-Cola etc. is uniquely related to north america and solely north america, so you'd lose out on almost everything that makes Fallout what it is if you set it somewhere else.
