Nah, it was just at the moment. When he was in that malice sack in the sanctuary, he was trying to regain his physical form, but Link interrupted so he had no choice but to fight him in that form. That's according to the in-game Hyrule Compendium. That's what Zelda meant by him giving up on the reincarnation, he stopped and just tried to kill Link.

Translation error. He was trying to reincarnate when we popped into the castle and stopped it, so Ganon gave up on that mission and took his final form like he usually does.
