In DS2 you let the fire "fade away" but it keeps the cycle going, the curse doesn't goes away basically, and another cursed one will come and ligh it. In DS3 you, kind of, absorb what the "essence" of the flame is in it and let the world REALLY fade technically, breaking the curse cycle but going into another age of darkness. That's the more simple I can explain it, sorry for not being able to put it better
