About the Vita, because Sony tried to market it as a portable PS3 when really it was a weeb game machine. Also shitty overpriced proprietary memory cards (which is the only reason I don't have one). Then everyone started porting its games to PC and PS4, diminishing its value further.
About the 3DS, because Nintendo wants to focus on the Switch and will probably phase out the DS line completely within a few years if the Switch remains successful (which is a pretty big if).

Games aren't why Vita failed, Sony's baseline retardation is why. Games like Killzone Mercenary, Wipeout 2048, Uncharted Golden Abyss, Gravity Rush, Tearaway, Soul Sacrifice, Freedom Wars and Persona 4 Golden could only do so much in the wake of expensive proprietary memory cards, heavily misguided marketing, and generally competing against a Nintendo handheld that's hit its stride.

That's just one part of it. Sony initially aimed the Vita at western audiences when in reality Nintendo gets away with it due to a handful of bankable IPs like Pokemon or Nintendogs. Sony doesn't have that kind of foothold at all, PSP sold due to homebrew and/or MonHun depending on what part of the world you're talking about. They probably didn't like the PSP being cracked open the way it did either, hence the anti-piracy, anti-consumer measures like the memory cards, tying save data to the application and only one PSN per handheld.

But I digress, Sony found no success appealing to the west beyond indies because surprise surprise, people want western games on consoles and PC, not handhelds. Sony wanted it to be a portable PS3 more or less, and when it found success in Japan instead they went full retard and failed entirely to capitalize on that. Instead of pushing the Japanese support it did get around the world, they flaunted indie support and the occasional in-house title like Killzone or Uncharted, and when that failed to pan out they STILL didn't put the Japanese support on the forefront, instead pushing it as a PS4 accessory via Remote Play. When that failed, they basically gave up and washed their hands of the thing.

Meanwhile, a small but dedicated niche of localizers and Japanese game fans are the closest thing to a lifeblood the handheld had outside of Japan, which remains the case even now. Sony was the Vita's worst enemy from square one, they completely ignored what it did right and got frustrated when it wasn't exactly what they wanted it to be.

Pokemon was literally the only thing keeping them afloat and Sun and Moon were enough of a disappointment that they sunk the momentum of handhelds
