He is upset about the nuclear bombing in MW1 and he wanted the US and russia to go to war so the US can go all fucking out and become the undisputed rulers of the world. After a russian attack on washington dc and new york nobody is going to oppose him doing what needs to be done to win the war.

The whole "Russian President wanting to make peace" never made much sense to me in mw3.

Not that America would accept peace at this point, considering that the Russians committed war crimes on american soil. No American would accept a peace that didn't involve Moscow burning.
