Oblivion is a mess in the best kind of ways.
This happened because the NPCs are supposed to be married but weren't set to be in the same faction, so as it was night in the game one of the NPCs aggroed because it considered the other NPC to be trespassing in their own home.
Actually quite a deep system but one little mistake can cause all hell to break loose.
Anyone have footage of an entire town in a brawl triggered by an NPC trying to steal an apple or some food? That shit was the best

Basically the dogs weren't on the same faction set as the husband, so he flipped out and started beating them to death because he considers them to be trespassing in his house at night time, aggroing his wife to retaliate for unprovoked assault on the dogs when she actually looks at it.
You'll only see this when you break into their house at night, but it's incredibly likely to happen because of one small mistake.

The wacky shit that NPCs would end up doing in oblivion was what made it good to me. It made the world feel more alive and unpredictable.
Skyrim was overall a massive downgrade in terms of NPC AI/freedom. Sure it stopped as much "silly" things from happening, but the NPCs felt so robotic and lifeless.
Skyrim AI downgrades
>NPC schedules massively simplified and reduced from a week long to just a 24hr loop. No more NPCs going on adventures, hunting or visiting family/friends in other towns.
>Responsibility system was completely removed. In Oblivion, NPCs with low responsibility could commit crime, i.e would steal or pick pocket food from other NPCs. They'd often fail leading to fights with guards getting involved. Skyrim NPCs cannot commit theft.
>related to the above point, skyrim NPCs don't check their inventory for food when in their scheduled eating time. An animation just gets played. In oblivion, they actually check their inventory. This is why you could reverse pick pocket a poisoned apple to kill them as they'd actually check their inventory and eat it. Or you could leave food out, and a low responsibility NPC would take it if hungry.

When stalker's ai is working it's fucking excellent, especially with pack mutants like flesh/boar/dogs.
The stalkers themselves aren't too shabby either, when they're not all freaked out pointing their guns at a wall because there's a bloodsucker on the other side of the map that they've all suddenly become aware of.
