It plays vita games, but some of them are blocked because the PSTV doesn't have the full functionality of the Vita (its just missing one of the touch pad things or something) which is probably why its so cheap. If you mod it you can just whitelist everything, but there might be a couple that are unfinishable

>Backup memory card with Vitashell via usb connection (remember to enable OS hidden files in windows to copy all the hidden folders)
>Prep the SD using the guide on wololo
>Copy the memory card backup to 128gb micro SD
>Install plugin for SD2Vita to the internal memory following the guide on wololo
>Take out SD card and stick in SD2Vita adapter and pop it into vita (make sure its the right way round)
>Test if its all working good with some games if you got them
>Turn off vita
>Pop sd back into card reader on PC.
