Second was a mixed bag. It had some decent anti frustration features and removed the magic crutch, but then added some more frustrating mechanics and made magic pretty much useless.

I would rate Overlord I over Overlord II too, but I think it's still good, just not as good as the first game.

1) The setting in the first game does feel better. It has much better variation in the environments, I feel.
2) It had a more interesting approach to the karma meter: in Overlord I you need to fulfill not-always obvious objectives or make certain decisions to get more evil or stay good. In II you hunt peasants.
3) The villains in I were better too, both as characters and as bosses though I liked the reveal for the head villain. II lacked bosses.

Overlord II did have improvements over I, like Overlad making a harem instead of being forced to choose.

By the way, I kind of hate how you are forced to follow the directives of Gnarl in all games. That's not very Overlordly and he is not that loyal to any of the protagonists.

I liked both, personally. Two a bit better as it was a bit more polished but overall both were charming little games. Third one is total ass though.
