Well, considering the Vaults they'd have unlocked, they'd have plenty of intelligent mutants. Add in Vault 8's technological edge, all the technology they could have gotten out of the BoS and the supermutants would be stronger than ever. Also, the Enclave doesn't get Frank Horrigan, so in this scenario mutants are stronger than they've ever been while the Enclave would be weaker than in canon.
