Dragon Quest is a tradition to buy much like Final Fantasy is in the West. Basically Dragons Quest is a famous franchise that without it RPG's we know would not exist today. XV did save JRPGs because it boosted the Japanese console market enough to let big RPGs do well there. XV boosted PS4 sales in Japan, back when XV came out there was only around 3m PS4s sold, by the time DQ11 came out there was 5m PS4s sold.

And before DQ11, XV was the highest selling PS4 game in Japan and the first PS4 game to even cross the 1 million mark.

Not only that but SE only shipped 1.15m units of XV in Japan and XV sold over 1m now in Japan, even when factoring in that that is physical+digital, it still has 970~k sold physical, and enough digital to push it over 1m total sales in Japan, meaning there is only around 40k copies of FFXV remaining on store shelves in Japan. So XV selling over 1m in Japan is well within what SE expected it to do in Japan.

For DQ since it's always done more than FF has in Japan, and since DQ11 came out when the PS4 install base was 2m larger compared to when XV came out SE of course expected and knew DQ11 would do better. I'd guess that SE shipped about 1.5m units of DQ11 on PS4 and 1.5 units for 3DS in Japan, probably more.
