lets be constructive: if you had a list of must-try solutions before allowed to post your shit on the internet, what would it be?

mine in order of priority:
-restart pc
-run it as admin
-try different compatible modes
-see if your pc can actually run it (DirectX version compatible card, enough RAM..)
-see if all redistributed programs packaged with the software (net framework, directx and the likes) are installed (if so, check if its their correct versions) (most dll errors come from this)
-install latest videocard drivers
-install videocard drivers released a few weeks after your games release
-if the game had any plain text config files (usualy inis), set every graphics setting in there to low, and lowest resolution
-if the game gave an error message, or an error log, look it up, and see whet causes it
-if any modification has been made t the program (patched, modded), rewert it to the last working, or dfault state.

in my experience, if none of the above work, you are just shit out of luck and other than a full windows reinstall, its out of your hand

Running the DirectX installer is not a matter of making sure your overall DirectX install being up-to-date. Microsoft has a helper library with D3D called D3DX. You'll find binaries for this like d3dx9_43.dll in your Windows\system32 folder. There are over 40 different versions of the D3DX library for D3D9 alone, and many more for D3D10 and 11 as well. Each game that uses the D3DX helper library is linked to a specific version. As such the game must run the correct D3D installer version that it was specifically compiled with to ensure the binaries exist.
