Lucioball is only fun for a week at best, and having it in permanently would make it boring
Only having it in for a week once a year means that the community doesn't have time to get bored of it.
Plus smaller modes tend to have fewer players, and having a hundred small modes breaks those players up even more. Having it available for a specific time means that you can increase the amount of players, increasing queue times.
And a final bonus is making it an "event" with skins is likely to bring players back for a week or two, and more players means more lootboxes sold
Since the PVE modes tick all the same boxes but were even more popular, it's incredibly unlikely we'll get a permanent PVE mode either. One thing Blizz are very good at is squeezing the most player retention out of as little content as possible

They also nerfed a perfectly balanced 76 over a phantom macro, refused to nerf Ana or Lucio as it became clear they were problems, and have since done hilariously bad nerfs to Zarya and Roadhog.

The game was fun but their changes ruined it, they catered to the bronze league players and now the game is just a ball pit for children to play in.

Lucio has always been a near 100% pick, that's an issue when he's a support and the most mobile unit in the game that provides both healing and movement to his team. Zarya has been nerfed multiple times and roadhog was gutted months ago friend.

The Ana beyblade meta wasn't enjoyable and neither is the current 6th month of dive meta in a row. What was a fun game is now a mess where all the more enjoyable and skill oriented heroes were pushed out of the meta because low tier players didn't want to think.

The bubbles give less charge per bubble now, came at the same time that blizzard changed her primary attack to deal constant damage rather than pulsing its damage. Overall more consistent zarya experience, not a net nerf.

Her bubbles still prevent knockback. They don't effect melee. This only matters to rein and doomfist really. Still prevents concussion rocket/mine.

What else can they introduce that any hero can successfully contribute to? I don't think you understand OW. The centerpoint of the game is it's cast of characters. They design maps and game modes around the characters. That's why i initially said that the skins are the content.

SUGGESTED LUCIO NERF:
Make it so he has no healing AoE
Still has amp and speed AoE
Replace shift with an ability that heals only him for 120 health instantly and can be used while moving but has 10 second cooldown

So, basically turn it into Team fortress 2? They've probably thought about that possibility but decided against it, for their own reasons. There's a recent interview out there where kaplan praises TF2 and talks about how the OW team holds it in high regard.
Don't get me wrong, i like TF2 and would probably enjoy playing the modes you have enumerated here, but there's a reason why they aren't implemented yet, and i somehow doubt it's because of incompetence as you've suggested.
