Honestly? The entire GTA franchise. It's only selling point back in the day was the open urban environment. The brand took off because of it and it's been selling on name recognition ever since.

The core of the game - the combat was never amazing, and even turned bad once the 3D era began. IV was the first 3D GTA game with actually enjoyable combat.
