fallout is a BOUGHT property, they do not care about it
it exists to make money, they wanted to get as much money they could in a short period, so they catered to the simplest audience, which is the broadest audience


there is no life support plan for the bethesda's fallout, they do not care about future titles, they do not need to set a legacy for it
once it's milked dry, they will sell it

Personally I just get bored asking a lifeless NPC 15 questions about every available subject

I don't even like sidequests, but if you're gonna have them just keep it straightforward: the character asks for help, and I give a yes or no. The inquisition is a chore and it's boring. I'll tolerate a few additional options for persuasion/intimidation lines, but that's it. No more. It doesn't need to be that deep

and rather make dialogue interesting, or go back to the more text-reliant interfaces of earlier games, which have a benefit of allowing more potential reactions, they instead just tried to limit things so you'd follow a fairly linear series of choices or options.

Streamlined might not be the right word. Streamlining is all about removing redundancy. Suppose you have some information a player needs to look at regularly in, say, a strategy game. They need to go to a certain page, pop out a panel, click through, and then see the bit. But if you redesign the panels you can fit all the subpage info on the one page. Allowing the player to gather all the relevant information at once with no extra clicks. That's streamlining. The keyring in Fallout 3 and New Vegas was streamlining.

Fallout 4 doesn't streamline anything with its dialog. It completely reduces existing functionality to no clear gain, and denies the player valuable information in its new design. And the reason is that Bethesda bit off more than they could chew by committing to a voiced protagonist. It put a strain on writing, voice acting budget and engineering and the bastardized dialog system is the logical result. From the beginning it probably looked like a practical way of solving their problems but at least Howard has admitted in retrospect it doesn't work nearly as well as they thought it would and the things they lost in the process (such as modders being able to make quests easily) have clearly been more than any possible gain. Fallout 4's dialog system is simpler than previous entries, but it isn't better fitted to a specific purpose. It was a bad move, and we can all hope Bethesda don't do it again.
