It was a port of the original version of the JoJo fighting game with the Heritage for the Future characters tacked on, rather than a port of HFTF.

Look at part 4, they just defeat the monster of the week, Kira is introduced and then Kira's dad comes to create even MORE monster of the stand users for them to fight. Sure there's moments like Tonio and the dice game but those moments are in the minority.
