It's not the developers that's the problem, it's the consumer. They tend skip a generation as it's incredibly expensive and wasteful to rebuild a gaming library for the next iteration of the console that's probably only a marginal increase in performance. Unlike Nintendo, Sony and MS doesn't offer anything new other than a straight increase in performance for their next gen consoles. Also, especially given that developers will most likely develop games for both this gen console in addition to the next gen one, consumers will see little reason to pick next gen when they already have this one available and spent so much money on already.

The sales are inflated from Sony fan boys buying everything they can. I worked with a guy that bought 3 (Three) separate playstation 4s. He bought the original, the PS4 slim, and the PS4 pro.
He absolutely hates Japanese games and anime, so he's not getting them for any of those. As far as I know, the only games he bought for PS4 were Battlefield 1 and Skyrim remastered, not even bloodborne or HZD. He's paid for Playstation online since the PS3 and has never even questioned it.

Eh, at this point it's a multiplat machine that also plays Gravity Rush and Bloodborne and is generally cheap enough to justify being what it is. The real embarrassment is falling for the Pro, a PS4 just isn't worth $400 for what it offers. $250-ish for a Slim, though? If you don't have a decent PC that's not the shittiest offer, I guess.
