It happens most often when you have nothing else running, and alt-tab sometimes doesn't consider the desktop an actual thing you can go to. So it tries to go to something else, but there is nothing else, so it just defaults back to the game.

If you leave something like your browser or whatever open in the background it can go to that instead and it works properly. Doesn't always work, but for some games it works perfectly.
