In some Smash titles, it's got a bit of shape, but clearly not enough since it's rarely seen unless you pause to look up her dress, while in some of the other games it's virtually nonexistent. Which does make sense as it's not always visible and thus could have just been invisible and her legs connected to NOTHING.

Hard to say. Neither had any kind of jiggle physics to them (polygon or pixel), so it's difficult to really tell what their asses would be like. Though one could probably guess that Peach's bottom is fairly soft since she's not constantly active, while Samus probably has a firmer ass since she's a peak-condition warrior.
