Game Arts has been working on something since 2015, with their work on Smash Brawl and TMNT Smash they clearly have experience. While their team is 30 employees apparently, Sony clearly sent in some more to help development since they always do that with most of their projects.

I really hope this is real, but idk if I believe it.
