It's always "As an emergency" or "During a setup".

I would have thought after the rest of MGS5 there would at least be a "OH shit hard" mode where multiple Sahelanthropuses or at least support forces were coordinating in play.

Another thing is, as durable as Rex was, (especially for something not made to really be a mech used in direct combat) the real danger wasn't it so much, as shitty cheap copies groups would make after it, it'd likely be easier to make it, and get ahold of one warhead to fire out of the railgun for some PMC or terrorist group to make and man one of them than a full on submarine and an ICMB, plus it gives them the benefit of being able to fuck off out of dodge than a Silo so they won't get beat the fuck down instantly due to being harder to trace, or say putting it in a truck parking it in a city, setting the timer and fucking off even, though honestly that might work just as well for that sort of thing and be cheaper and easier depending on, but it won't allow you to football it from Chad to DC for instance.

That's the real threat of a Metal Gear, it makes becoming a true nuclear threat in the setting at least, easier.

Though I guess I have to give you the RAY in Rising; I'm sure I could act like I remembered it and pretend the fact it was nonnuclear mattered.

Still supporting the unit would've helped. If they had a Sniper or one of their Cyborgs at any part of the battle Raiden probably would've had his hands too full to stop them from killing him.
