I work as software engineer and there are times we have next to nothing to do. Usually we use that time to either research things that might be useful in the future, try to learn new skills or code whatever that might prove useful. I've done that a few times now and one of them has been a bigger product that we now start to use more often.

I know it's has nothing to do with game development but software is software. I don't see it as impossible that someone just decided to work on texturing panties because of lack of work. It's very likely that it happens.
